I was checking all Critical Hit sources and the math wasn't mathingExpected:
I expected my calculations to be spot on, yet it's missing 1% somewhere and I suspect it's Balefire DragonReproduce:

Oh it seems there might be no bug besides the egg and the dragon both being marked in game as giving the buff?

To further build on this
I've calculated the stats thouroughly and disabled the things I could to ensure I wasn't getting the wrong impression
Club out does retire 10%
Ring out does retire 6.1%
Dragons isn't retireable but when everything else is removed I ended up with 10.8 on boomeranger, since boomeranger has a base 2% CH confirmed via new account, it confirms that the expected 9.8% from dragons is missing 1%
Gems upon calculating the 10% from primordial dragons does retire the correct amount as well
Since this issue is being spot on now, I can only assume it's Balefire, being it the newest CH addition dragon so I''d start on that
Other candidates for the bug are
Charl the Chaos Dragon
Selene the Celestial Storm
Erimatra, Scourge of the Everdark
