T-728: Cant compete questlines after they were rest

Platform:PS4

Context:

After one of the past updates all the questlines were rest

Expected:

Compete questlines

Reproduce:

(Geode Questline) Go Back in time before the update then upgrade gas to say level 3, but also never unlock your boots. Log back into the game and see the quests are reset, Now try to do the questline to unlock your boots, you will not be able to progress past the (Upgrade Gas) Part of the questline. You are now soft locked out of the geode part of the game.
