T-640: Unable to complete multiple quests

Context:

accepted the quests, performed the required actions

Expected:

quests would be completed and I would recieve the specific rewards

Reproduce:

I saw on a similar ticket that y'all were unable to reproduce this bug (T-331), but all I did was accept a quest, and when I tried to complete it, nothing happened. I've had this problem with the cursed skullpile quest in the undead lands, but gave up that quest. I tried multiple dungeons and skull piles, and a super dungeon with a skullpile in it, and skullpiles in different worlds. For Qubesly's Medieval Highlands quest, I am IN medieval highlands. I have come here by the world that drops you in directly, I've come in from a dinosaur world, I've tried restarting my game and turning off mods, with no luck. I have a geode bosses quest that states it's completed but will not drop off my menu. I don't know what's going on here.
