T-630: Quest NPC fixture not working as intended in some clubs, able to spawn duplicate NPC's and NPC's dont show up in Club's Adventures tab

Context:

After update spawned in quest NPC's

Expected:

NPC to spawn normally and show up in club's adventures tab, and be able to remove it.

Reproduce:

Spawn in NPC's in some clubs allows you to get duplicate NPC's (which normally is not possible) and you are not able to see them in Club's adventures tab, not allowing you to remove the NPC's.
Unfortunately I did not remember to take screenshot of the club having duplicate NPCs
