T-14: Chloromancer ultimate used a second time the outer VFX for class gem doesnt display

**Description:** Chloromancer Ultimate ability VFX not displaying under certain conditions.
**Reproduction steps:**
```
1. Set your emblem to Chronomantic Emblem
2. Use your ultimate ability (2)
3. Before the cooldown is over use your pots to reduce cooldown until ultimate is ready to use again.
4. Activate ultimate ability (2) again.
```**Result:** When the ultimate ability is used a second time the outer VFX don't spawn (VFX on character still do, just the Gem Class ones don't).
**Expected:** VFX displaying fully when the ability is active.
**Number of players confirmed:** 2, me and my friend. We can't see each other's VFX when it happens
