Depending on the type of fish, the maximum weights reachable are 120lb, 70lb, 40lb and 19.99lb Seems like the fish that can only reach 19.99lb are supposed to reach 20lb to match the consistency of the other fish. Im quite certain 20lb trophies can't drop. 20lb should be more common than the heavier weights as there are only 10 or so different gold weight sizes whereas something like a 120lb fish would have close to 50 different gold weight sizes.
