I just tested out both terraformers and they seem to be working fine.
  1. Drag the terraformer to your action bar.
  2. Enter a Club World where you have permission to terraform.
  3. Click the key associated with the location of the terraformer on your hotbar.
  4. Pick the area on the map you want to terraform.
  5. Wait out the countdown timer.

Once it's done it can take a couple seconds for the new land to populate but you should be all set.
