The Mysterious Lunar Portals appear to show up every other hour. SO far I've attended the ones at 7:30am mst, 1:30pm mst, and 1:30am mst.

The upgrade costs changed from 20 nitro for all 5 upgrades on Crystal 1, to 10, 20, 30, 40, 50 as you forge them up.
