The dragon eyes just need to be next to lava. I pulled some lava up with a sponge and put it in the center of a long hole. Planted around. I was able to get quite a few around it this way. Next time I want to put the lava underneath and see if that will work. You do not actually need to be in a dragon biome.

I was able to successfully grow these in the soil of a Dragon Biome next to a pool of lava (I'm not sure if the lava is a necessity) c:
