Aside from banners that can be crafted or upgraded, there are 7 new unique banners (untradable) with special abilities that can be rarely (Lucky!) unboxed from 
Pressure-Locked Delver's Caches or 
Ornate Pressure-Locked Caches. Each of these banners can be of only one set Rarity, either Radiant or Stellar, but their bonus stats are only Light and Movement Speed, some banners have only Light.
When deconstructed these banners return a tradable Decorative version of themselves.
You can get decorative versions of all the other banners from crafting them at 
Delve Workbench, but you would need to unlock their recipes first.
