Context:

Using the Decoy Emblem.

Expected:

I expected the Decoy Emblem to distract enemies and take mob aggro away from the player.

Reproduce:

- Equip the Decoy Emblem
- Approach a hostile mob
- Activate the Decoy Emblem
- Observe the Decoys created by the Emblem not distract enemies
