T-519: marketplace listing fee does not return after listing is sold

Expected:

listing fee to return as stated in patch notes

Reproduce:

check flux before making a listing. note listing fee. after listing is sold, claim flux should be listing price -10% (sell tax) + returned listing fee. relevant patchnotes from initial "Fees and Felines" patch: When listing an item on the marketplace, a listing fee will be charged. This fee can range from 50 to 65,000 flux depending on the listing price of the item(s) being listed. If the item does not sell, this fee will not be returned. If the item does sell, the fee will be returned.
