T-466: Online Friends list does not update accurately on Xbox, showing people who are set to online as offline.

Issue Details

Context:

Standing in clubworld

Expected:

Open the friends list, see my online friend who is not appearing offline and be able to join them from the friends list.

Reproduce:

Be on Xbox
Add a few to a few many people as friends.
Both be online for awhile (It's happens more with people who are already you're friend more than those that are newly friended).

Click start -> friends list -> look for friends name.
This happens very often, usually to people who have been friended for awhile.
