Reproduce:

¯\_(ツ)_/¯, bugreport T-450 probably has to do with the fishing quest being reset. a lot of the quests can also not be completed again due to being locked out of some progression steps

As of today's maintenance (adding spring fling event and crafting qol for bomb crafting) this issue has spread to xbox with many players having paragon questline / gems tutorial / etc. resetting.
