T-398: Geode Topside accessibility despite not meeting requirements

Testing out report of access

Expected:

Error popup box pop up to say something like "Your light is not enough to enter this world"

Reproduce:

(Note 1)This test was done via U10 and U11.
Take a class with 15k power rank and 30k power rank respectfully of the worlds requirements.
Do not have the needed light for the world 2125 and 6000 respectively.
Join a friend via friends list who is in that world and you will be able to access if you do not have the light requirement.
If you do meet the power rank stat, it will disallow as normal.

Atlas works as normal. Drops and experience work as normal and give the error message in the corner stating the needed rank and light.
