T-330: Spooky vendor doesn't spawn

Context:

trying to access spooky vendor

Expected:

vendor to spawn and be usable.

Reproduce:

Go to location where vendor spawned last year and where others say it spawned. I saw another ticket saying something similar and that it was fixed when it is not. Restarted game, uninstalled game, disabled all mods, changed video settings. Vender spawns but is invisible and inaccessible for certain people. I know he spawns since I've seen his health bar while the npc is in lava.
