Reproduce:

Get Neon Ninja ring with Recharge hidden effect, dash around for few minutes or maybe more and you will get the same.

Was most likely the bug where ring abilities got disabled when switching to geode/building mode

I cannot reproduce this issue. Is there any more information you can provide on how you're reproducing it, or a video demonstrating this occurring?
