This bug has been hanging around since alpha. It seems to happen when fighting a boss in or near water, and the result is the "running water" noise...

Are you talking about the ambient sound coming from the Sea of Regret directly underneath the Shadow Arena? It's making liquid noises because there's a sea of water directly underneath the arena...
