Sadly decorations have to occupy full 12 voxels height. Only exception are carpets - 1 voxel high and completely flat.

Dev-made decorations and decorations from old times tend to ignore this, but for nowadays player-made deco it is mandatory. It ensures proper placement in game and helps with increasing amount of uses for deco. Probably not for a book with a feather, but its generally good when decorations can be stacked and/or other deco can be placed on top. For example 12-tall table or vase can have other deco placed on top of it, 12-tall chair can have player /sit and not levitate and so on.
