I messaged Etaew (Site admin) and this is what I got
"We have no plans to restock the Tombstone Tempest right now, that costume was run as a promotion with the Trove Team, and they have indicated that they want to keep that limited to specific promotions. So it won't be restocked as often as the Sageosaurus and Spaceosaurus."
