Drop amount on 3/11 and as far as I managed to notice while doing the quest are not tied to World level/difficulty, they will drop between 1 to 3 regardless of the world's level of difficulty, tried on low ubers that generated the biome up to u8 prime world.

Also, it is noteworthy to point out that you can get the Fuel for 9/11 anytime you are at Candoria during the event, however, those acquired before reaching 9/11 will not count towards said stage's required amount.
