I haven't played as an Ice Sage in forever, but this build should still be relevant, and besides, nobody else has made an Ice Sage build at this time.

Empowered Gems
As far as I'm aware, Cubic Curtain and sage's shield work well together for 2 layers of protection.
Pain Freeze Class Gem
Basic Attacks now freeze enemies for 1 second on the first hit, in addition to their existing chill.
Hitting enemies three times in a row with Basic Attacks causes them to explode, taking additional damage.
Cubic Curtain
Avoiding damage grants a protective shield, absorbing the next attack and stunning the attacker.
Explosive Epilogue
Killing enemies causes them to explode.
