Altar of the Moon is a top floor of Shadow Tower. Accessible at power rank 900 (Normal Difficulty), power rank 2500 (Hard Difficulty) and power rank 10000 (Ultra Difficulty). 
Daughter of the Moon boss is found here. Defeat her to obtain [item=item/crafting/moonsoul] and [item=item/crafting/divinesoul] unique resources, as well as usual [item=item/crafting/shadowshard] and [item=item/lootbox/shadow].
