It's just a very subtle light source deco. The light it gives off is very dim though, so it's best used in dark places. :)

I am so sorry! I think it must be displaying wrong from my end! >_< My apologies! I can answer your question though at least. :P The Prism of Light is a really neat rare item from Empowered Gem Boxes that you open (much like a cache) to learn one random Stellar Aura for your hat. :) It will choose it at random. Hope you get something good! Good luck!
