It's the latter, just like the bug in Skyrim with the giants turning players into satellites. Bethesda knew about it, but players liked it, so the bug became a "feature" and stayed in the game.

Strangely enough, in this case, it's the opposite. Remaining in dragon form is a feature we purposefully put in, but everyone thinks it's a bug. We have to keep explaining that it's a feature. It actually used to "work", and you would transform back into regular form while mounted.
