Alpha Neon City NPCs Not Submitted

<p>Changes visuals of Neon City NPCs (except Punchbot, they are the same) to make them look like how they looked in Alpha version.<br />Notice - it's not just taking "char" files and renaming it - it's also adding materials to these blueprints, so they look more neat.</p>
